Documents for cambio de residencia: the full checklist
Most refusals of the transfer-of-residence relief are paperwork failures, not law failures. Spanish customs grants the exemption only when every condition is documented. Here is the full list, grouped by what each document proves.
Proof of who you are
- Passport.
- TIE or carta de residencia for non-EU citizens (fine if still in progress at the moment of import — the timeline works differently, see below).
- NIE, if already assigned.
Proof that you really moved (12 months rule)
- empadronamiento — municipal registration in Spain; free, fast, do it first.
- Evidence of your previous residence outside the EU for 12+ months: certificate of residence, work contract, rental history, bank statements, baja consular from your consulate.
- The more independent sources with dates, the stronger the file.
Proof that the car is yours and was used (6 months rule)
- Foreign vehicle registration certificate showing you as the owner.
- Technical data sheet of the car.
- Purchase contract or invoice dated more than 6 months before the move.
- Insurance policies covering the period of use — they show the car was driven, not parked.
Technical and customs documents
- COC (certificate of conformity) if you have it — otherwise a ficha reducida / homologation is arranged in Spain (€80–150).
- DUA customs declaration and the customs free-practice certificate with the relief recorded — you receive these during the procedure; they are required for the ITV and DGT.
Translations — the hidden time bomb
Spanish authorities do not have to accept documents in Ukrainian or Russian. A sworn translation (traducción jurada) of the vehicle registration and your residence evidence costs €30–60 per document and prevents weeks of back-and-forth. VERIFY with your customs office which documents must be sworn and which can be plain.
Keep two copies of everything
Scan every page to the cloud before you travel: originals get requested, delayed and occasionally lost at borders. The full pack includes a document cover-list template and a cover letter for the customs declaration (in Spanish, with field-by-field explanations in English, Ukrainian and Russian) so nothing is left out.
